Abstract

The state - as a political and social entity accepted by the human group - has its role in achieving the interests of the group that is subject to its sovereignty, providing means of safety and security for it, and providing citizens with the opportunity to benefit from the services they need through its various administrative apparatus and facilities, and the state can only carry out these burdens. Through a tool that performs this work, and this tool that the state uses to manage its facilities and provide services to its citizens is represented by public officials and other workers to whom the state entrusts the facilitation of its public facilities, and the advancement of serving the public of citizens in various agencies and departments.
