Abstract

Abstract

A person losing part of his attributes and capabilities due to a disability does not in any way mean that he is deprived of his rights. Therefore, we find that legislation in different countries is usually keen to establish written legal rules according to which the rights of persons with disabilities are regulated, and the principle in these rules is that they are applicable in accordance with their characteristics. It is general and obligatory, and that it constitutes in its spirit and content guarantees for persons with disabilities to allow them the opportunity to benefit from all the services provided by the state, just like other persons.
Accordingly, this paper aimed to clarify the rights of persons with disabilities in the amended Basic Law of 2003, and Law No. (4) of 1999 regarding the rights of persons with disabilities, and to indicate the extent of the comprehensiveness of this law and the aspects contained in it that allow persons with disabilities to enjoy their rights in a way that is consistent with their nature and circumstances.
