Abstract

Abstract

The administrative authority exercises its functions and competencies through people, and these people are the state’s tool in carrying out all aspects of its activities, and therefore its success in achieving its goals depends to a large extent on the efficiency of these people, and the extent of their ability to carry out the service entrusted to them, and in light of that - and for the success of the administrative apparatus in Performing its important role in achieving the goals of the state and implementing its general policy and achieving the goals of employees and giving everyone his right - we find that the various legislations regulating public service in contemporary countries are keen to put in place systems and regulations that ensure the proper selection of people to assume public jobs and the extent of the competence of each of them to carry out the burdens of his job and continue with it
