The objective of this research is to identify the requirements of strategic alliances between Palestinian universities to improve the quality of educational services. To achieve this objective, the researcher used three methods of analysis, including a questionnaire distributed to (50) of academics at universities and (70) questionnaires to students at universities and conduct several interviews with the senior management of the universities in the Gaza Strip. The research concluded several results: the strategic alliance between the universities in the preparation of scientific conferences and the coordination between universities in several programs and educational events. The main obstacles are the time period for joint programs recognitions procedures by the National Quality Authority in the Ministry of Higher Education, in addition to the Palestinian division, also the Israeli blockade of the Gaza Strip and the difficulty of movement between the two parts of the country and abroad. Also it concluded many recommendations including the necessity to provide the financial support to encourage scientific research, and to activate activities, events, and conferences abroad which contribute to empower networking relations between the students and to spread knowledge in various universities, plus the need to encourage the Ministry of Higher Education to recognize, develop, and implement joint programs between universities.
